Vietnam’s AI Law takes effect on 1 March 2026: what AI video creators need to know

Vietnam now has a dedicated AI law. For content creators, the key point: AI-generated video, images and audio must be marked, and content simulating real people must carry clear labels.

On 10 December 2025, Vietnam’s National Assembly passed the Law on Artificial Intelligence (Law No. 134/2025/QH15), with 429 of 434 deputies present voting in favour. The law has 8 chapters and 35 articles and took effect on 1 March 2026, making Vietnam one of the few countries with a dedicated AI law.

Key points

  • Risk-based tiers: AI systems are classed as high, medium or low risk, with oversight proportionate to the risk.
  • Transparency of AI content (Article 11): AI-generated audio, images and video must be marked in a machine-readable format. Content that simulates real people or recreates real events must carry easily recognisable labels.
  • Deepfake fraud banned: creating fake content to deceive or cause public alarm is prohibited.
  • National AI Development Fund (Article 22): prioritising AI infrastructure, core technologies, AI businesses and AI workforce training.
  • Transition period: existing AI systems have 12 months to comply (18 months in health, education and finance).

What should AI video creators do?

  • For videos with AI avatars or voices that simulate real people, state clearly that the video uses AI, in the caption or on screen.
  • For creative works, the law allows labels to be applied in a suitable way that doesn’t spoil the viewing experience.
  • Don’t use another person’s image or voice without consent.
  • Watch for the Government’s guiding regulations on exactly how to mark content.

Our take

For a team that makes AI video every day, this law is good news: transparency builds audience trust and gives serious professionals an edge. AI is at its best when it’s transparent.
